nancial Services, Financial Stability and Capital Markets Union will propose an extension of the UK’s temporary equivalence for clearing within the European Union ahead of the June deadline. Mairead McGuinness, European Commissioner of the union said that the decision had been taken “to address possible short-term financial stability risk”. McGuinness said in the statement that a combination of different measures – to improve the attractiveness of clearing, to encourage infrastructure development and to reform supervisory arrangements – are needed to build a strong and attractive central clearing capacity in the EU in the years to come. The union also intends to come forward next year with measures to make EU-based central counterparties (CCPs) more attractive to market participants.

SEC Approves PCAOB Rule to Establish A Regulatory Framework

The Securities and Exchange Commission announced that it has approved the Public Company Accounting Oversight Board’s (PCAOB) Rule 6100, which will establish a framework for the PCAOB’s determinations under the Holding Foreign Companies Accountable Act (HFCAA) that the PCAOB is unable to inspect or investigate completely registered public accounting firms located in a foreign jurisdiction because of a position taken by an authority in that jurisdiction. “This is an important step to protect U.S. investors,” said SEC Chair Gary Gensler. “I believe it is critical that the Commission and the PCAOB work together to ensure that the auditors of foreign companies accessing U.S. capital markets play by the same rules."
